Test Prep Bonuses in Florida

Despite a 2-1 margin among Florida voters against linking teacher pay to FCAT scores, Prince Jeb has gone full steam ahead with an ill-conceived, half-baked, and force-fed plan to reward the teachers in Florida who don't teach low-performing students--or subjects that are not tested. And librarians--forget it.

Let's see if this fiasco lasts as long as the great voucher debacle.

    The commissioner, John Winn, is smart enough to know that this won't survive the legal challenge. Under Florida's constitution, public employees have collective-bargaining rights, and this level of specification violates the right to bargain the terms and conditions of employment.

    The purpose is largely political, to be able to paint FEA as against performance pay, modernization, and rice pudding.
