NCLB was a mis-directed policy set forth by the late Senator Ted Kennedy, Rep John Bohner and President Bush that tied Title 1 and Federal dollars to data points without accounting for extrinsic factors that still bedevil Schools and Educators. The issues of income disparity, dysfunctional homes, student mobility and the ability to attract seasoned teachers to low income areas still need to be addressed. The manipulation of this data is the nectar of the Reformy privitization movement.
