Tennessee County Tries 1950s Strategy to Avoid Integration

In the years after the 1954 Brown Decision, school systems across the South jacked up building programs for black schools.  The purpose, of course, was to do anything they could afford to do to assuage and placate black citizens and the federal government, even as local officials clung desperately to the practice of segregation.  

Now 60 years later Robertson County has been found out of compliance with federal requirements that schools at least have 15 percent diversity representation.  In a throwback move reminiscent of Jim Crow days, the County has offered to build the black Springfield schools a new sports complex as a way to settle the case.  

An interesting sidebar:  Is there any charter school in Tennessee or anywhere else that meets the federal requirement for diversity???  I think not.  Where are the NAACP lawyers on this one?
