Stemming STEM Will Help Everyone Except the Billionaires

I have been railing for a number of years about the corporate socialism at work in the creation of an oversupply of scientists, technocrats, and engineers. Follow the links.

So here is a clip from a very thoughtful piece from the Atlantic today, which concludes that the creation of an oversupply of workers in science, tech, and engineering could, in fact, make these fields of endeavor so unattractive as career fields that the phony shortage may, indeed, become real.

So the short term goal of creating an oversupply to drive down wages serves no one except Bill Gates and Billionaires who manufactured this crisis.


. . . .A compelling body of research is now available, from many leading academic researchers and from respected research organizations such as the National Bureau of Economic Research, the RAND Corporation, and the Urban Institute. No one has been able to find any evidence indicating current widespread labor market shortages or hiring difficulties in science and engineering occupations that require bachelors degrees or higher, although some are forecasting high growth in occupations that require post-high school training but not a bachelors degree. All have concluded that U.S. higher education produces far more science and engineering graduates annually than there are S&E job openings—the only disagreement is whether it is 100 percent or 200 percent more. Were there to be a genuine shortage at present, there would be evidence of employers raising wage offers to attract the scientists and engineers they want. But the evidence points in the other direction: Most studies report that real wages in many—but not all—science and engineering occupations have been flat or slow-growing, and unemployment as high or higher than in many comparably-skilled occupations.  . . . .

Texas Taliban Poisons the Science Teaching Well

This wouldn't be such a big deal if Texas did not have such an influence on the what shows up in science textbooks nationwide. Texas citizens should know that their State Board members have made Texas, once again, the laughingstock of the nation, while advancing the kinds of ignorance and superstition that would destroy the world just to prove its prophecy correct. From the NYTimes:

. . . . The board tentatively decided in January to drop the “strengths and weaknesses” language. On Thursday, Democrats and moderate Republicans on the board blocked a proposal by social conservatives to reinstate it. Even with one moderate board member missing, the measure was blocked with a preliminary 7-to-7 vote.

The full board is set to take a final vote on Friday.

Failing to overhaul the curriculum broadly, conservatives instead attached a series of measures specific to subjects like biology, where teachers would be newly required to “analyze and evaluate the sufficiency or insufficiency of natural selection to explain the complexity of the cell.”

In the earth-science curriculum, conservatives weakened language concerning “the concept of an expanding universe” to address instead “current theories of the evolution of the universe including estimates for the age of the universe.”

With protesters on both sides of the issue carrying signs outside its meetings, the board has heard impassioned testimony from science teachers, parents and others.

A conservative board member, Bob Craig of Lubbock, expressed satisfaction with the overall changes.

“I personally believe that language is good language,” Mr. Craig said in an interview. “It allows for full discussion of all sides of the issue.”

Dan Quinn, a spokesman for the Texas Freedom Network, a nonprofit group that promotes the teaching of evolution, said the vote would not end the debate.

“If they don’t get the political strategy, they’ll go piecemeal,” Mr. Quinn said. “The State Board of Education pretty much slammed the door on ‘strengths and weaknesses,’ but then went around and opened all the windows in the house.”

They're Baack!

In this episode of The Attack of the Creationists, a young Southern governor earns his cred among the lunatic science deniers who will choose the next VP candidate for the Republican Party:
NEW ORLEANS - Louisiana Republican Gov. Bobby Jindal has signed into law a bill that critics say could allow for the teaching of "creationism" alongside evolution in public schools.

Jindal, a conservative Christian who has been touted by pundits as a potential vice presidential running mate for Republican presidential candidate John McCain, signed the legislation earlier this week.

The law will allow schools if they choose to use "supplemental materials" when discussing evolution but does not specify what the materials would be.

It states that authorities "shall allow ... open and objective discussion of scientific theories being studied including, but not limited to, evolution, the origins of life, global warming and human cloning." ...

I am glad to see that global warming has earned a place of respect among those who support the notion that the world was created 4,000 years ago.

Teachers Who Deserve to Be Fired--But Won't

One in eight U.S. high school teachers presents creationism as a valid alternative to evolution, says a poll published in the Public Library of Science Biology.

Of more than 900 teachers who responded to a poll conducted by Penn State University political scientist Michael Berkman and colleagues, 32 percent agreed that creationism and intelligent design should be taught as scientifically unsound. Forty percent said such explanations are religiously valid but inappropriate for science class.

However, 25 percent said they devoted classroom time to creationism or intelligent design. Of these, about one-half -- 12 percent of all teachers -- called creationism a "valid scientific alternative to Darwinian explanations for the origin of species," and the same number said that "many reputable scientists view these as valid alternatives to Darwinian theory." Longtime Wired Science readers know that I'm less bothered than many science writers at the possibility of evolution being under-taught in science and biology courses. So long as a teacher imparts a sense of wonder and curiosity, the details will follow. However, teaching creationism or intelligent design alongside evolution, as if religious explanations had even a fraction of the scientific validity of evolution, is unacceptable -- it promotes fatally flawed, uncritical thinking.

What to do?

The study's authors note that courtroom victories -- classroom creationism has consistently been struck down in U.S. courts -- is apparently insufficient to guarantee an accurate depiction of evolution. Nor will rigorous state science standards, like those recently passed in Florida, do the trick. Instead they recommend teacher certification requiring the completion of an evolutionary biology course. . . . .

Commentary on the National Math Panel Report

A variety of comments from The District Administration's The Pulse. Includes Minsky, Schank, Thornburg, Stager, and a real math teacher. All agree that Larry Faulkner should stick with chemistry.

Recent pronouncements from Washington regarding math education have suggested that pedagogical points of view don't matter in the teaching of mathematics. For example: "There is no basis in research for favoring teacher-based or student-centered instruction," Dr. Larry R. Faulkner, the chairman of the panel, said at a briefing last Wednesday. "People may retain their strongly held philosophical inclinations, but the research does not show that either is better than the other."

Well, actually, Larry, if you read the “Rising Above the Gathering Storm” document (National Acadamies Press, 2007) you will likely be shocked to learn that, in fact, there are two methodologies proven to improve math proficiency: Statewide specialty high schools (e.g., IMSA) and inquiry-driven project-based learning (e.g., constructionism.) Now it may well be that Dr. Faulkner has more reliable sources than those at the National Academy of Science and other groups that contributed to this 591 page report on the challenge faced by the US in the areas of science and math education. However, let's assume for the moment that the National Academies tend to use fairly reliable folks to generate their reports. In this case, then Faulkner is simply flat out wrong. There IS research showing that one methodology is better than another, and I just cited it. The fact that this research was reported by the same government that claims it does not exist is a puzzlement at best, and an example of the “big lie” at worst. Faulkner's strategy seems to be that, if you lie to the American public loudly enough, it will believe you. Kind of like finding WMD in Iraq.

But maybe Faulkner just has a different measure of success in education. If the goal is higher test scores, then he might be right. If the goal is developing a latent interest in mathematics that might encourage more students into the STEM fields (where the need is tremendous), then he is wrong. . . .

A Century and a Half After Darwin, Florida Considers Adding Evolution to Science Curriculum

Big vote coming up February 19. From the Orlando Sentinel:
Evolution has been a cornerstone of biology for more than 100 years, but don't try to tell that to many of the thousands of people who posted comments on Florida's Department of Education Web site.

"The last time I went to the zoo, the monkeys weren't evolving into man," read one comment.

"Evolution is not proven and we should not brainwash our children with this concept," stated another.

The State Board of Education is to vote Feb. 19 on controversial new science standards that for the first time would require teaching evolution in Florida's public schools. The new standards are intended to beef up lackluster science education in schools.

The standards list evolution as one of 18 "big ideas" students must understand by the time they graduate. They call evolution the "fundamental concept underlying all of biology" and say it is "supported by multiple forms of scientific evidence."

But those academic phrases have ignited a theological controversy across the state. . . . .

U. S. Secretary of Education Has No Position on Evolution in Science Standards

For all the rhetoric about world-class standards and maintaining scientific supremacy in the world, the underlying theocratic stranglehold of and on this Administration makes the current situation in Florida even more striking to observers who shake their heads at the Reign of the Texas Hillbillies. From the Miami Herald:
TALLAHASSEE -- U.S. Secretary of Education Margaret Spellings, who is visiting states to tout the benefits of the federal No Child Left Behind Act, stayed as far away as she could from the unfolding controversy in Florida over whether the word ''evolution'' should be included in the state's science standards for schools. The State Board of Education is expected to vote on the new weather science standards next month.

Spellings said it isn't her job to make policy decisions and said it was up to people such as new Florida Education Commissioner Eric Smith. When asked whether the nation's top education official has a position on whether evolution should be a part of science standards, Spellings replied: ``No, I don't.'' . . .

From the Florida Citizens for Science (FCS), Taylor County passes a resolution:

[W]e are requesting that the State Board of Education direct the Florida Department of Education to revise/edit the new Sunshine State Standards for Science so that evolution is presented as one of several theories as to how the universe was formed.

One of several theories as to how the universe was formed? Good grief, could they be any more blatant in their scientific ignorance? Evolutionary biology examines how living things change over time, regardless of how the universe (Or the earth) ‘formed.’ Evo is about as relevant to the origin of the universe as geology.

Early indications are that many more counties in the Sunshine State have passed or are considering almost identical resolutions. The inference is that someone is shopping around an anti-science template to perhaps well meaning but nevertheless gullible school board members. Friendly warning: with the help of science champions across the progressive blogosphere and in every local community, FCS is going to find out who's behind this misinformation campaign and drag them into the light of public scrutiny.

In the meantime, if physical reality is something we could change merely by voting on it, why not vote big? How about "Resolved: Cancer is no longer a deadly disease and is instead less serious than a hangnail" or "We the undersigned hereby decree all people can travel faster than light anytime they want to"? If you can answer that question for cancer or relativity, you've answered it for evolutionary biology as well.

If Business is to Decide What Education Will Be, We Must Decide What Business Will Be

The New York Times has this piece and the CBC this on the millions of disappearing birds that have been displaced and killed off by habitat destruction, pesticides, and other chemicals. Last year a big back page story was the wholesale evacuation of billions of bees from their hives, an unsettling phenomenon that still remains largely a mystery today.

The sad fact that these stories do not resonate or even register on the attention meter of most Americans is the tragic tribute to another generation mis-educated toward satisfying the most crass and debased forms of self-interest, with "self" ontologically roped off by ceaseless standardized competitions for disembodied infobits that disallow the essential development of individual human beings in ways that encourage or even allow community values, democratic values, or ecological values.

Instead, the only value that matters enough to affect what goes on in school is now "economic competitveness for the global marketplace," which serves to instigate among us a socially-atomized clawing toward the top of a treacherous pinnacle that has less and less space for more and more aspirants desperate to get there--or to hold onto their place by pushing others over the edge. Meanwhile, nearly 30 percent of Americans now live alone and never notice that the forsythia is now blooming in many places before New Year's Eve.

Can you imagine how the next generation might come to view the world if our schools injected some concern to ground the rabid consumerism, some care to temper the torpid competition, some connection to inform the caricatured capitalism?

Jane Roland Martin did not come up these three Cs, caring, concern, and connection, in order to devise a new set of courses to add to the curriculum alongside the 3 Rs. She envisioned the possibility of our existing courses developing standards that would infuse the 3 Cs into every aspect of school and every course. For instance, can you imagine that our Earth would be moving now toward the boiling point if previous generations of students had learned the science of caring for the Earth while learning the earth science? Do you think we could so blithely neglect to take note of the imminent extinction of large swaths of species if we had learned that our own lives are connected with the lives of frogs and birds and bees? Is not the continued presumed health of the global economy dependent upon our surviving its success?

These are facts of science, too, but ones that have not been included or that have been marginalized in our education that, instead, focuses our learning earth science in order to more efficiently exploit the Earth's resources for, what else, "economic competitiveness in the global marketplace"--while ignoring the underlying facts that show clearly the unsustainability of our present cultural and economic course. These are the facts we ignore, and unfortunately, the facts we ignore reveal the values we don't have or the ones we prefer to forget.

For me this year, 2008, must point to re-focusing the purpose of education toward the sustainability of life on Earth--which introduces the fourth C, Commitment. I can't think of a better beginning than this essay by Svi Shapiro, It's Time for a Progressive Vision in Education!, in Tikkun. The intro:
The primary debates are an exceptional vehicle to make, as the educational philosopher Maxine Greene put it, “the familiar strange and the strange familiar.” They are, in other words, an opportunity to pose serious questions about the conventional wisdom that guides our public policies and practices, as well as a time to suggest radically different visions for how we might do things in our society and in our world. At least as far as education goes, the candidates have failed miserably in both regards. They have neglected to ask the deep questions about what is really happening in our schools. Nor have they even begun to offer imaginative possibilities for what education might be about in these early but difficult years of the 21st century. This is both sad and troubling, not merely because of the limitations of what these individuals have had to say about this one sector of our culture, but, more importantly, because education in many ways instantiates the root metaphors that guide and structure how we think about the purposes of human life and social relationships. What we have to say about education is intimately bound up with what we say to the young about the meaning of our lives, the aspirations we value for them, and how they should understand their relationships and responsibilities towards other human beings. In this sense education is always about the qualities we favor in human beings as reasoning, moral, and spiritual beings, and about our capacity to teach these to young people. Sadly, the candidates ’ shallow banalities and overwhelmingly predictable discourse about schools has done little to point the public in new and more meaningful directions in thinking about what it means to educate the young in these turbulent times.

M.C.S. (Masters in Creation Science)

That's right--down in Texas, where they fire science curriculum directors for their support for science.

Is Texas preparing for the second coming of W., or what? From the NYTimes:

HOUSTON — A Texas higher education panel has recommended allowing a Bible-based group called the Institute for Creation Research to offer online master’s degrees in science education.

The action comes weeks after the Texas Education Agency’s director of science, Christine Castillo Comer, lost her job after superiors accused her of displaying bias against creationism and failing to be “neutral” over the teaching of evolution.

The state’s commissioner of higher education, Raymund A. Paredes, said late Monday that he was aware of the institute’s opposition to evolution but was withholding judgment until the Texas Higher Education Coordinating Board meets Jan. 24 to rule on the recommendation, made last Friday, by the board’s certification advisory council.

Henry Morris III, the chief executive of the Institute for Creation Research, said Tuesday that the proposed curriculum, taught in California, used faculty and textbooks “from all the top schools” along with, he said, the “value added” of challenges to standard teachings of evolution.

“Where the difference is, we provide both sides of the story,” Mr. Morris said. On its Web site, the institute declares, “All things in the universe were created and made by God in the six literal days of the creation week” and says it “equips believers with evidences of the Bible’s accuracy and authority through scientific research, educational programs, and media presentations, all conducted within a thoroughly biblical framework.”

It also says “the harmful consequences of evolutionary thinking on families and society (abortion, promiscuity, drug abuse, homosexuality and many others) are evident all around us.” . . . .

Does Bill Gates Read Business Week?

In case he doesn't, will someone email him the link to this article, another in a long line of articles that debunks Gates's, Broad's, and the Business Roundtable's propaganda campaign aimed at generating an oversupply of cheap engineers and scientists, while simultaneously taking over the American high school curriculum.

Political leaders, tech executives, and academics often claim that the U.S. is falling behind in math and science education. They cite poor test results, declining international rankings, and decreasing enrollment in the hard sciences. They urge us to improve our education system and to graduate more engineers and scientists to keep pace with countries such as India and China. Yet a new report by the Urban Institute, a nonpartisan think tank, tells a different story. The report disproves many confident pronouncements about the alleged weaknesses and failures of the U.S. education system. This data will certainly be examined by both sides in the debate over highly skilled workers and immigration (BusinessWeek.com, 10/10/07).
The argument by Microsoft (MSFT), Google (GOOG), Intel (INTC), and others is that there are not enough tech workers in the U.S. The authors of the report, the Urban Institute's Hal Salzman and Georgetown University professor Lindsay Lowell, show that math, science, and reading test scores at the primary and secondary level have increased over the past two decades, and U.S. students are now close to the top of international rankings. Perhaps just as surprising, the report finds that our education system actually produces more science and engineering graduates than the market demands.


Junior Scientists on the Rise
These findings go against what has been the dominant position about our education system and our science and engineering workforce. Consider reports on national competitiveness that policymakers often turn to, such reports as the 2005 "Rising Above the Gathering Storm" by the National Academy of Sciences. This report says the U.S. is in dire straits because of poor math and science preparation. The report points to declining test scores, fewer students taking math and science courses, and low-quality curriculums and teacher preparation in K-12 education compared to other countries. The call has been taken up by some of the most prominent people in business and politics. Bill Gates, chairman of Microsoft, said at an education summit in 2005, "In the international competition to have the biggest and best supply of knowledge workers, America is falling behind." President George W. Bush addressed the issue in his 2006 State of the Union address. "We need to encourage children to take more math and science, and to make sure those courses are rigorous enough to compete with other nations," he said.

Salzman and Lowell found the reverse was true. Their report shows U.S. student performance has steadily improved over time in math, science, and reading. It also found enrollment in math and science courses is actually up. For example, in 1982 high school graduates earned 2.6 math credits and 2.2 science credits on average. By 1998, the average number of credits increased to 3.5 math and 3.2 science credits. The percent of students taking chemistry increased from 45% in 1990 to 55% in 1996 and 60% in 2004. Scores in national tests such as the National Assessment of Educational Progress, the SAT, and the ACT have also shown increases in math scores over the past two decades.


And the new report again went against the grain when it compared the U.S. to other countries. It found that over the past decade the U.S. has ranked a consistent second place in science. It also was far ahead of other nations in reading and literacy and other academic areas. In fact, the report found that the U.S. is one of only a few nations that has consistently shown improvement over time.


Why the sharp discrepancy? Salzman says that reports citing low U.S. international rankings often misinterpret the data. Review of the international rankings, which he says are all based on one of two tests, the Trends in International Mathematics & Science Study (TIMMS) or the Programme for International Student Assessment (PISA), show the U.S. is in a second-ranked group, not trailing the leading economies of the world as is commonly reported. In fact, the few countries that place higher than the U.S. are generally small nations, and few of these rank consistently high across all grades, subjects, and years tested. Moreover, he says, serious methodological flaws, such as different test populations, and other limitations preclude drawing any meaningful comparison of school systems between countries.


Enough Jobs for the Grads?
As far as our workforce is concerned, the new report showed that from 1985 to 2000 about 435,000 U.S. citizens and permanent residents a year graduated with bachelor's, master's, and doctoral degrees in science and engineering. Over the same period, there were about 150,000 jobs added annually to the science and engineering workforce. These numbers don't include those retiring or leaving a profession but do indicate the size of the available talent pool. It seems that nearly two-thirds of bachelor's graduates and about a third of master's graduates take jobs in fields other than science and engineering.


Michael Teitelbaum, vice-president of the Alfred P. Sloan Foundation, which, among other things, works to improve science education, says this research highlights the troubling weaknesses in many conventional policy prescriptions. Proposals to increase the supply of scientists and engineers rapidly, without any objective evidence of comparably rapid growth in attractive career opportunities for such professionals, might actually be doing harm.


Shortages in Specific Skills
In previous columns, I have written about research my team at Duke University completed that shattered common myths (BusinessWeek.com, 7/10/06) about India and China graduating 12 times as many engineers as the U.S. We found that the U.S. graduated comparable numbers and was far ahead in quality. Our research also showed there were no engineer shortages (BusinessWeek.com, 11/7/06) in the U.S., and companies weren't going offshore because of any deficiencies in U.S. workers.
So, there isn't a lack of interest in science and engineering in the U.S., or a
deficiency in the supply of engineers. However, there may sometimes be short-term shortages of engineers with specific technical skills in certain industry segments or in various parts of the country. The National Science Foundation data show that of the students who graduated from 1993 to 2001, 20% of the bachelor's holders went on to complete master's degrees in fields other than science and engineering and an additional 45% were working in other fields. Of those who completed master's degrees, 7% continued their education and 31% were working in fields other than science and engineering.


There isn't a problem with the capability of U.S. children. Even if there were a deficiency in math and science education, there are so many graduates today that there would be enough who are above average and fully qualified for the relatively small number of science and engineering jobs. Science and engineering graduates just don't see enough opportunity in these professions to continue further study or to take employment.


Creating Wider-Ranging Demand
With U.S. competitiveness at stake, we need to get our priorities straight. Education is really important, and a well-educated workforce is what will help the U.S. keep
its global edge. But emphasizing math and science education over humanities and social sciences may not be the best prescription for the U.S. We need our
children to receive a balanced and broad education. Perhaps we should focus
on creating demand for the many scientists and engineers we graduate. There are
many problems, from global warming to the development of alternative fuels to
cures for infectious diseases, that need to be solved. Rather than blaming our
schools, let's create exciting national programs that motivate our children to
help solve these problems.
