    Gates’ persistence in promoting unsuccessful strategies is admirable. His lack of immersion in literacy practices should serve as no impediment to his fortitude. Any competent reader should recognize the importance of reading complete texts in appropriate contexts. Amassing large sums of money is not a sufficient qualification for determining educational policy.
