Standards and tests for four-year-olds?

Sent to SI&A’s Cabinet Report
The creation of extensive and detailed standards inevitably leads to tests to enforce the standards, which in turn leads to most of the school day being devoted to direct teaching to the standards, with units of study to prepare students for the test.
There is no evidence this approach helps students at any grade level. Are we now imposing this kind of school day on four-year-olds?
